Elections. Violations recorded by CSI observers

21։25, PS 4/15, Arabkir – "Counterpart International" organization reported on the hotline 080-080-804 and informed that according to the observer of "Armavir Development Center", the Chair of the Commission announced that the vote count would be postponed for two hours and failed to indicate any reason for that. At 9:46 p.m. the observer informed that it had been decided to do vote count.

21։30, PS 01/10, Avan – CSI observer is present at the vote count process and reports that on some ballots boxes are checked with red color pen.

21։15, PS 1/20, Avan – CSI observer reports that the situation at the polling station was tense. As a result, some people started throwing papers at each other.

20։46, PS 07/34, Malatia-Sebastia – "Counterpart International" organization reported on the hotline 080-080-804 and informed that a journalist of որ "168 ժամ" newspaper was not allowed to enter the polling station 07/34 and cover the vote count process։ An hour later it was reported that the journalist was provided with access to the pollign station.

20:50, PS 01/31, Avan- Access of www.hra.am website''s correspondent was hindered with the justification that the polling station was closed. At 9.05 p.m. the correspondent was allowed to enter the polling station.

20:27, PS 01/25, Avan - a correspondent of www.hra.am website was not allowed to enter the polling station with the justification that the polling station was closed and it was not allowed to enter. CSI applied to CEC and following the intervention of the Chair of the District Electoral Commission the correspondent was allowed to enter.

20։25, PS 01/30, Avan – a correspondent of www.hra.am website was not allowed to enter the polling station with the justification that she was late. CSI applied to CEC and following the intervention of the Chair of the District Electoral Commission the correspondent was allowed to enter.

20:00, PS 12/05,Shengavit - CSI observer is not allowed to enter the polling station and be present at the vote count. The observer was told that the polling station was already closed and it was not allowed to enter. CSI applied to CEC with a request to solve the issue. However, by 8:30 p.m.the observer had not entered yet. There was no response to calls to the person in charge of the district. At 8:45 the Chair of the District Electoral Commission Sona Sargsyan first called and then visited the polling station in person in order to solve the issue. At 9.05 p.m. CSI observer was able to enter the polling station. The Chair of theCommission argued with Ms. Sargsyan making a point that observers should not be allowed to enter after 8 p.m.

19:29, PS 05/27 – An elderly voter came to the polling station and asked whether a person who came with him could help him to vote. The members of the Commission did not allow that and suggested that an observer assist her. On the way to the booth the members of the Commission noticed that the elderly voter had already checked the box on the ballot. When she was asked how come that she had voted by herself, she rapidly left the polling station.

19:21, PS 1/33, Avan – Temporary stamp in the passport of a voter was almost invisible. The voter tried to vote for the second time. The members of the Commission noticed that and prevented.

18։42, PS 01/01, Avan – Outside the polling station there was gathering of more than 20 people. CSI observer notified the Chair of the Commission. Following Chair's intervention the gathering was dissolved.

18։20, PS 07/15, Malatia-Sebastia - CSI observer reported that the situation at the poling station 07/15 was quite tense. There was a quarrel between a member of the Commission and a candidate for membership at the Avagani. Following intervention of the Chair of the Commission the incident continued outside the polling station premises.

18:18, PS 4/23, Arabkir – News were disseminated via media that at polling station 4/23 an incident involving ballot stuffing took place. Following publication CSI observer visited the polling station and clarified with the proxies that a woman approached the ballot box with the intention to throw in an envelope with a ballot. However, they noticed that she had two more envelopes in her hands. When she was asked where she had gotten the envelopes, she pointed at the member of the Commission who was issuing ballots. Then, she rapidly left.

17:40, PS 01/06, Avan - CSI observer reports that one of the voters who took part in the election mentioned that there were 3 persons registered at her address in the registration book, whom she didn't know.

17։12, PS 6/15, Ajapnyak- there was a mirror attached behind the voting booth, which may lead to a violation of secrecy of voting. After the intervention of a CSI observer a paper was attached over the mirror.

17։10, PS 1/18, Avan - a person not registered in Yerevan wants to vote.

17։10, PS 1/34, Avan - there are 2 observers from Panarmenian Youth Association present in the polling station at the same time.

16։57, 6/34, Ajapnyak - one of the Commission members is drunk.

14:59, PS 1/27, Avan – A voter (Grigoryan Mery) came to the polling station to vote but the line with her name has already been filled in and signed. The Chair of the commission referred the case to the CEC to provide with a solution.

14։35, PS 01/20, Avan – CSI observer reports that a candidate for a member of Yerevan Avagani is periodically going in and out if the polling station. One of the observers presented a copy of his observer ID instead of the original.

14:30, PS 01/04, Avan - CSI observer reports that a young man periodically enters the polling station and following a conversation with the Chair of the Commission accompanies a group of voters to the polling station. Groups of voters are continuously being transported to the polling station by taxi service "Z".

14։06, PS 08/09, Malatia-Sebastia – An incident involving double voting by the same passport was recorded. The members of the Commission ignored observation of the observer and the incident has not been recorded in the registry.

14:19, PS 05/32, Arabkir – a representative of RPA complains that a ballot stauffing is taking place.

14:05, PS 05/06, Davtashen - CSI observer informs that a person who introduced himself as Gevorg has been entering and leaving the polling station and talks to voters. The Chairman of the Commission stated that he was not able to do anything and did not bear any responsibility.

13:52, PS 05/07, Davtashen - The members and the Chair of the Commission were not wearing badges with their IDs. The Chair of the Commission has left the polling station.

13:40, PS 08/08, Malatia-Sebastia – According to the CSI observer, a journalist was obstructed to report on the electoral process.

13:33, PS 01/34, Avan – A group of voters have been taken to the polling station on two micro-buses "Ford". A young man accompanied them to the polling station.

13։23, PS 01/01, Avan – The Deputy Head of Avan municipality Samvel Ghumashyan obstructed work of a CSI observer by trying to take away her phone. By means of this phone the observer was video recording how Ghumashyan was accompanying voters to the polling station.

13:25, PS 08/08, Malatia-Sebastia – CSI observer reports that some people have been passing passport details to each other nearby the polling station. One of the voters left the polling station and told to another person to swap the passport. A journalist working at the polling station tried to find out why the passports were being swapped but the person in question started arguing and shortly after left the premises.

13:05, PS 08/08, Malatia-Sebastia – CSI observer reported that the Chair of the Commission did not permit one of the observers to do video recording inside the polling station. The observer stated that in his opinion voters were being instructed for whom to vote. As a result, a quarrel started.

3:04, PS 7/13, Malatia-Sebastia – CSI observer reported that at PS 7/13 a voter voted and approached the ballot box. A member of the Commission while stamping her passport noticed that the place in the passport where a stamp verifying participation in the elections was supposed to be, was damaged (scratched). The Chair of the commission did not permit the envelope with the voter's ballot inside to be stamped and put into the ballot box as he suspected that the voter was trying to do double-voting. The ballot was considered invalid and placed into the safe. The members of the commission did not verify whether the voter had already voted or not. All proxies present at the polling station recorded the fact.

13:05, PS 08/08, Malatia-Sebastia – According to the CSI observer, the Chair of the Commission did not permit one of the observers to do video recording. The observer intended to video record how instruction of voters was taking place.

12:56, polling station 08/08, Malatia- Sebastia - CSI observer informed that Karen Harutyunyan, a journalist from "Asparez", told that he was threatened by a proxy from RPA and other unknown persons, who precluded him from recording in the polling station.

12:55, polling station 05/19, Davtashen - the placement of the voting booth may violate secrecy of voting. 12:30, polling station 01/04, Avan - there are gatherings in the polling station, according to CSI observer unknown persons are directing voters and constantly entering and leaving the polling station.

12:12, polling station 07/06, Malatia-Sebastia- CSI observer informs that the chairman of the commission of 07/06 polling station called someone (to a friend as she says) and told the number of voters at that time. The observer also notes that the chairman of the commission periodically leaves the polling station and talks to an unknown person who stays in the corridor all the time.

12:09, polling station 05/11 and 05/12, Davtashen - No 192 school - CSI observer informs that police officers seat in the room between two polling stations . While entering that room or leaving it, they pass though the polling stations. They also roam in the polling station, though the chairman of the commission did not invite them.

12:07, polling station 08/14, - gatherings, 2 instances of voting outside the voting booth. CSI observer informs that in 08/14 polling station another person voted in the place of and eldely person outside the voting booth. The chairman of the commission was informed about that, but pretended not to notice it because at the same time there was accumulation in the voting station. In the carridor leading to the same station a young person supervises who enters to vote.

12:04, polling station 11/08, Erebuni - One of the voters demanded to provide him another ballot and retire the one damaged by him. The chairman came from the nearby polling station and after lasting negotiations the voter was provided with a new ballot and the damaged ballot was retired. In the same station gatherings were also observed: about 20 persons were simultaneously present in the polling station.

12։20, polling station 01/09 and 01/10, Avan - the chairman of the commission takes the voters from one polling station to another - from 01/09 to 01/10.

12։15, polling station 01/03, Avan - "Z" taxi service cars with S 0358 and S 0370 license plates continue bringing voters to the polling station every 15 minutes (also see alarm calls of 10։19 and 11։25)

11:56, polling station 07/13, Malatia- Sebastia - representatives of Prosperous Armenia called the hot line 080-080-804 and informed that in 07/13 polling station double voting is taking place, stamps are erased and "karusel" method is being implemented.

11:54, polilng station 01/21, Avan- CSI observer received an alarm call that persons are brought to the polling station by minibuses license plates of which are covered.

11:50, polling station 01/09, Avan - CSI observer informs, that the voter entered the polling station with his pen. He wanted to vote but the members of the commissions precluded him from voting with that pen. The voter told that RPA gave him the pen and asked to return after voting.

11։25, 01/03 and 01/04, Avan - Taxies with S 4197 and S 0358 license plates continue to bring voters (see alarm call 10։09, polling station 01/03 and 01/04).

11:03, polling station 06/03, Ajapnyak - Gatherings were observed in the polling station and cases of assisting voters without being registered in the registration book. In the same polling station proxy of Prosperious Armenia wore his party ID, which was removed after a remark by CSI observer.

10:57, polling station 11/05, Erebuni - there are two proxies from both RPA and Prosperious Armenia parties present in the polling station simultaneously.

10:56, polling station 01/01, Avan - A young man is directing voters in the yard of the polling station. CSI observer informed the chairman of the commission , after which the chairman asked him to leave. However, the latter continues to stay in the station.

10։50, polling station 01/17, Avan - After exercising their right to vote, two voters tried to remove the temporary stamp placed in the passport and it erased.

10:45, polling station 08/20, Malatia-Sebastia - a woman, who presents herself as a head of a nursing home, brings elderly people to the polling statioion and without beeing registered in the registration book, helps them to vote. CSI observer presented the problem to the chairman of the commission , but the latter did not correct the violation.

10:19, polling station 01/03, Avan - Voters are brought to the polling station in groups of 4-5 persons by cars of taxi service "Z" . The observer has a suspicion that this is a case of organized direction. Taxi drivers do not deny that they were hired for providing such a service.

10:20, polling station 01/15, Avan - More than 15 citizens are present in the polling station,  there are persons among them who are neither a voter, nor a trusted person, nor an observer  and have no right to be present in the polling station. 

10:11, polling station 08/24, Malatia-Sebastia - There are gatherings in the polling station, the number of voters exceeds 15. The observer provided a notice to the chairman of the commission . Soon  the violation was corrected.

10:10, polling station 04/10, Arabkir - CSI observer noticed 4 instances of  group voting (there were 2 people  in the voting  booth simultaneously ) .  Violation was not corrected even after the intervention of the chairman of the commission.

10:05, polling station 04/10, Arabkir - CSI observer noticed 17 minibuses of number 39, 71, 48 parked in line nearby the polling station, on Hrachya Kochar street.

09:43, polling station  10/11, Kentron - CSI observer noticed that near the polling station,  in 15 m  distance,  campaign headquarter of RPA is located, where campaign  poster of mayoral candidate Taron Margaryan is clipped.

09:37, polling station 05/01, Davtashen - Gatherings were  observed in the polling station.  There are more than 20 observers in the station waiting for registration , and  the number of  citizens present in the entire station reaches 60 .

09:20, polling station 05/02, Davtashen -  A conflict arose in the polling station between the chairman of the commission and municipal candidate of that district. The reason was that despite the warning of the chairman of the commission , the candidate did not leave the polling station after voting. For solving the problem the chairman of the commission invited police officers .

09։00, polling station 01/08, Avan - CSi observer informs that a woman, standing in between doors,  directs voters. the chairman of the commission says that she is a voter, but that woman does not approach for registration and voting, rather stands in between the doors and "greets" arrivers .

08։33, polling station 4/29, Arabkir - CSI observer reported that the the voting booth is not placed rightly: there are stairs behind it  and the secrecy  of voting can be violated.

08։30, polling station 1/03, Avan- Arinch - A person with an unclear status constantly enters and leaves the polling station. CSI observer noticed that when he entered the station he greeted the chairman of the commission.  When the observer asked who  that person is and  what status  he has, the chairman of the commission answered that he is a voter. CSI observer informs -"That person does not vote.  He constanly  enters and leaves the station . He waits outside, near the polling station, after exercising their right to vote, voters come out and  greet him".

08:20, polling station 1/03, Avan- Arinch - police officers constantly  enter and leave the polling station .

08։15, polling station 01/01, Avan - CSI observer recorded gatherings, i.e. more than 20 voters inside the polling station.  She provided a notice to the chairman of the commission , who was not aware that the presence of more than 15 voters in the station is considered gathering under the law.  Chairman of the commission removed the violation after CSI observer showed him the exact point of law.

08։15, polling station 1/09, Avan- Arinch, 2d district - CSI observer informed that one of the citizens  removed the passport  stamp with a wet napkin in front of  the commission to proove that it can be erased.  Afterwards the  chairman of the commission applied to CEC to clarify  whether they can change the ink of the stamp.

08:06, polling station  9/17, Kentron - CSI observer recorded gatherings in the polling station.

08:00, polling station 1/31,  Nor Norq - CSI observer tried to enter the polling station for conducting election observation. Chairman of the  election commission Garegin Nersisyan demanded  a license in addition to observer certificate. The observer called  CSI's hot line  080-080-804. The observer was  permitted to enter at  about 08:15, after clarifications were provided by the head of the observance mission to the chairman of the election commission.
