Representatives of the Ministry of Justice discussed with CSI issues related to early conditional release system

On 10 July, a meeting between Deputy Minister of Justice Suren Qrmoyan and, Norayr Balayan, Head of Department of legal support of the system of MoJ and CSI President Arman Danielyan as well as representatives of CSI’s human rights department, and Hayk Khemchyan, Project Coordinator of the of the Council of Europe “Support to the Establishment of Probation Service in RA” project was held at CSI premises.

The aim of the meeting was to discuss steps required for for introduction of probation service in Armenia, including current issues related to the early conditional release system and possible ways for their solutions.

CSI legal experts Anna Melikyan, Tatevik Gharibyan and Ani Vardanyan presented the aims of the system of early conditional release, international practice, existing mechanisms of decision-making and procedures, as well as criteria for release. In addition, the findings of the research conducted by CSI on causes and factors contributing to reoffending in Armenia were presented which should be taken into consideration when developing criteria for eligibility for early conditional release.

It was agreed with the representatives of MoJ to continue working meetings and discussions and cooperation aimed at reforms of the early conditional release system in Armenia.
